Brief Introduction
Tom is an arbitrator and mediator with ADR Chambers for both domestic and international commercial disputes.
Tom has extensive experience as a neutral in the financial services industry and disputes involving mining, oil and gas, telecommunications, aviation, environmental matters, technology, construction and entertainment. He has conducted international commercial disputes as a mediator and as a Chair of arbitral panels, as a sole arbitrator and as a panel member.
Tom has a background on the sell side, the buy side and the regulatory side of the financial services industry. On the sell side, he served as Chairman of an institutional investment dealer for several years and prior to that was a senior officer of another institutional dealer for many years. On the buy side of the market he has been a director of a pension fund investment management company for over 10 years. Serving both sides of the market, he acted as counsel to various underwriters and issuers of public securities.
As far as regulatory policy is concerned, he was the initial Chairman of the Accounting Standards Oversight Council of Canada. Tom was a member of the Advisory Board of The Office of the Superintendent of Financial Institutions, an independent federal agency that regulates and supervises Canada’s banks, and federally regulated trust companies, insurance companies, credit unions, co-operatives and pension plans. He has chaired or sat on committees and task forces to study and develop policies concerning securities in Canada for the Minister of Finance, Investment Dealers Association of Canada (now IIROC), The Toronto Stock Exchange and the Investment Dealers Association of Canada.
Tom earned his B.A. and LL.B. from the University of Western Ontario and is a member of the Canadian Bar Association. He is a Fellow of the Chartered Institute of Arbitrators (FCIArb).
