Brief Introduction
Helena has vast experiences in arbitration, energy, infrastructure projects and cross-border investments. She is very experienced in acting as counsel in international arbitrations. She has also served as a sole, chair or co-arbitrator in nearly two hundred arbitrations and has acted as an emergency arbitrator in international arbitration proceedings. Helena has been recognized as a globally recommended lawyer in the categories of both construction and arbitration and a Thought Leader in the category of construction by Who’s Who Legal. Dr Chen is also recognized as one of the “Most In Demand Arbitrators” by the Chambers.
Helena is a member of the ICC International Court of Arbitration (since July 2024), a member of ICC Taipei Nomination Commission (since 2024) and served as a Standing Committee Member of the ICC International Centre for ADR (April 2021-April 2024).
Helena is a Chartered Arbitrator, Fellow of the the Chartered Institute of Arbitrators and on its Presidential Panel of Arbitrators. She also serves as the Chair of the ADR Committee of the Taiwan Bar Association (since 2022). She is listed on the panel of arbitrators of the BAC/BIAC, CIETAC, JCAA, SIAC, HKIAC, KCAB International, etc.
She is qualified in Taiwan, mainland China and New York State.
Helena authored Predictability of ‘Public Policy’ in Article V of the New York Convention under Mainland China’s Judicial Practice, publish by Kluwer Law International. In additional, she is a member of the Editorial Board of International Arbitration Law Review and the Editorial Committee of Contemporary Asia Arbitration Journal (ESCI Journal).
